    Op 13 november 1999 veroorzaakten de dampen van metam-natrium afbraakproducten van een aardappelveld in de stad Earlimart ernstige ziekteverschijnselen (misselijkheid, hoofdpijn, ademhalingsmoeilijkheden, en irritaties van ogen en keel). Honderdvijftig bewoners werden geëvacueerd en 24 opgenomen in het ziekenhuis, terwijl talloze anderen vluchtten in hun eigen voertuigen of in hun huizen bleven omdat hen niet werd verteld om te vertrekken. Tot op heden lijden bewoners van Earlimart onder nieuwe of verergerde gevallen van astma en andere longziekten die zij toeschrijven aan dit incident.

    In een historische overeenkomst die werd bewerkstelligd door aanhoudende inspanningen van bewoners van Earlimart en de Verenigde Landarbeiders Unie stemde het uitvoerende bedrijf in, zonder evenwel schuld te bekennen, met een boete van ​​$ 75.000, en werd ook nog een bedrag van $ 75.000 gestort in twee fondsen waarmee de ziektekosten van slachtoffers werden gedekt. De kosten voor voortgezette zorg van 28 slachtoffers met blijvende ademhalingsproblemen konden echter pas 14 maanden later gedekt worden met de betalingsafwikkeling. Het bestuur van Tulare County besloot een bufferzone van een halve mijl op te leggen voor de toepassing van metam-natrium en verbood ook nachtelijke metam-natrium toepassingen. In totaal werden 170 ziektegevallen geregistreerd.

    On November 13, 1999, vapors of metam-sodium breakdown products from a potato field under fumigation drifted into the town of Earlimart, causing nausea, headache, breathing difficulty, and burning eyes and throat. One hundred and fifty residents were evacuated and 24 hospitalized, while countless others fled in their own vehicles or remained in their homes because they were not told to leave. To date, Earlimart residents continue to suffer from new or exacerbated cases of asthma and other respiratory illness that they attribute to this exposure. Resident evacuation was handled poorly. Evacuees were told to remove all clothing and washed down with no respect for modesty or protection from the cold.

    In a historic settlement brought about through persistent efforts of Earlimart residents and the United Farmworkers Union, the pesticide application company agreed to pay a $75,000 fine without admitting wrong-doing, and was ordered to place another $75,000 into two trust funds to pay victims’ medical bills. Victims waited five months for payment of emergency medical bills. Costs for ongoing care of 28 victims with continued respiratory problems were not covered until the settlement payment 14 months later. Also in response, Tulare County adopted a halfmile buffer zone for metam-sodium sprinkler applications and a prohibition of night-time metam-sodium application. This falls short of the one-mile buffer zone for these applications imposed by two other counties following a similar incident earlier that year. The DPR’s pesticide illness database lists 170 cases.

    Biologische grondontsmetting (BGO) is gebaseerd op het principe dat bij zuurstofloze vertering van grote hoeveelheden vers organisch materiaal afbraakproducten ontstaan, die voor de meeste aaltjessoorten dodelijk zijn. Bovendien zijn de zuurstofloze omstandigheden zelf ook lethaal voor deze organismen. Naast de effectiviteit tegen diverse soorten aaltjes zijn er ook goede effecten gemeten tegen de schimmels Verticillium dahliae en Fusarium oxysporum. Meestal wordt Italiaans raaigras, geteeld op het eigen bedrijf, gebruikt als organische stof. Voor het inwerken van de organische wordt de grond gefreesd en daarna gespit. Na het inwerken van de organische massa wordt de grond indien nodig beregend. Vervolgens wordt een folielaag aangebracht. Het economische perspectief van BGO is in de praktijk al gebleken bij de productie van asperge.

    Aspergetelers zijn tevreden over de effectiviteit van biologische grondontsmetting tegen Fusarium. Aspergetelers ontsmetten daarom al jaren hun percelen met BGO ondanks de hoge kosten. Uit deze studie is gebleken dat er ook goede economische mogelijkheden zijn voor percelen bedoeld voor productie van aspergezaailingen als ziektevrije percelen niet voorhanden zijn. Ook is er perspectief voor BGO in rotaties met tulpen waarbij een AM-vrijverklaring is vereist. De kwaliteit van consumptieaardappelen op M. chitwoodi besmette percelen kan worden verbeterd door BGO en is financieel haalbaar door inpassing van tulp in de rotatie voorafgaand aan toepassing van BGO. De effectiviteit van BGO is beter dan van Monam en kan daarom lonend zijn.

    Acute toxicity of methyl isocyanate: a preliminary study of the dose response for eye and other effects

    Acute toxic effects of methyl isocyanate in the rat were determined for two hour exposures to concentrations in the range 11 ppm (very slight effect) to 65 ppm (lethality: pulmonary oedema). Changes in the eye, lungs, and behaviour were noted. Eye changes were confined to erosions of the corneal epithelium and were most severe at intermediate levels of exposure. A comparison was made of the effects noted in rats with reported effects on survivors of the Bhopal disaster. Urinary thiocyanate concentrations in exposed rats were found to be reduced relative to control values.

    Static exposure of rats to methyl isocyanate, for one hour, led to respiratory impairment during and after exposure. The resultant changes in breathing pattern suggest that this compound is both a sensory and a pulmonary irritant. Low concentrations resulted in extensive necrosis and loss of epithelial cells in the proximal airways but widespread alveolar damage was found only after exposure to high, lethal concentrations. At high concentrations methyl isocyanate probably caused peracute death through reflex inhibition of breathing. Animals surviving the exposure exhibited signs of airway narrowing and development of (haemorrhagic) pulmonary oedema. The epithelial lesions were repaired rapidly, but residual peribronchial fibrosis and signs of renewed injury/inflammation were apparent.

    1.Kunt u bevestigen dat metam-natrium, het grondontsmettingsmiddel dat gebruikt wordt bij onder meer de teelt van lelies, in 2010 door de Europese Commissie verboden is[1]?
    2.Kunt u bevestigen dat dit verbod is ingesteld vanwege de grote gevaren van dit middel voor milieu, flora- en fauna en de volksgezondheid, waaronder het ernstige vermoeden dat het kankerverwekkend is bij de mens?
    3.Kunt u bevestigen dat blootstelling aan gasvormig MITC, een afbraakproduct van metam-natrium, onder meer irritatie van de ogen, de huid en de bovenste luchtwegen kan veroorzaken, bestaande astma kan verergeren en acuut bronchospasme, Reactive Airways Dysfunction Syndrome (RADS) en longoedeem kan veroorzaken?[2]

    4.Kunt u aangeven hoeveel incidenten met metam-natrium zich de afgelopen jaren hebben voorgedaan, waarbij mensen onwel en/of ziek zijn geworden door het gebruik van metam-natrium in hun leefomgeving? Kunt u hierbij ook aangeven wat de mate en de aard van de blootstelling van omwonenden aan metam-natrium is geweest? Zo nee, waarom niet?
    5.Kunt u bevestigen dat al in het Nederlandse Meerjarenplan Gewasbeschermingsmiddelen van 1991[3] metam-natrium werd aangewezen als een te saneren middel, en dat dit inhield dat deze stof zo snel mogelijk, maar in ieder geval in 2000, verboden zou worden?
    6.Kunt u verklaren waarom deze stof in Nederland toch nooit is verboden en waarom er op het Europese verbod al sinds 2010 jaarlijks een tijdelijke vrijstelling wordt ontleend voor dit middel?
    7.Kunt u bevestigen dat het College voor toelating van gewasbeschermingsmiddelen en biociden (CTGB) negatief heeft geadviseerd over de ontheffingen op het verbod van metam-natrium, omdat de normen voor uitspoeling, vogels, zoogdieren, niet doelwit arthropoden en wormen aanzienlijk worden overschreden?[4] Kunt u uitleggen waarom u dit advies niet heeft opgevolgd en toch (opnieuw) de vrijstelling heeft verleend?
    8.Kunt u bevestigen dat jaarlijks ca 5.000 ha landbouwgrond wordt ontsmet met metam-natrium, waarvan ca 2.700 ha bloembollen? Zo nee, wat zijn dan de juiste cijfers?
    9.Kunt u de gevolgen daarvan voor mens, dier en milieu beschrijven?
    10.Kunt u bevestigen dat metam-natrium op meerdere locaties in Nederland het Maximale Toelaatbare Risico (MTR) overschrijdt, waarbij op een aantal locaties deze norm zelfs vijf keer wordt overschreden[5]?
    11.Kunt u bevestigen dat een tijdelijke vrijstelling op basis van artikel 38 van de wet gewasbeschermingsmiddelen en biociden alleen in noodsituaties mag worden verleend?
    12.Deelt u de mening dat wanneer er sprake is van een jarenlange gedoogsituatie van een middel dat in Europees verband is verboden, er geen sprake meer kan zijn van een noodsituatie? Zo nee, waarom niet? Zo ja, kunt u uitleggen waarom deze vrijstelling dan toch is verleend?
    13.Kunt u bevestigen dat er werkbare alternatieven zijn voor de bestrijding van stengelaaltjes, zoals inundatie en het afdekken van het land met folie voor een periode van zes weken?
    14.Kunt u uiteenzetten hoeveel meldingen de NVWA heeft gekregen in respectievelijk 2010, 2011, 2012 en 2013 van telers die gebruik willen maken van metam-natrium? Kunt u tevens aangeven hoeveel vrijstellingen er zijn verleend aan telers die binnen vijf jaar na een grondontsmetting het middel wederom wilden gebruiken?
    15.Kunt u bevestigen dat op dit moment de laatste afgegeven tijdelijke vrijstelling is verlopen per 31 oktober 2013[6]? Zo nee, hoe zit het dan?
    16.Wilt u toezeggen geen nieuwe vrijstelling meer te verlenen voor het gebruik van metam-natrium?

    EFSA considerations on the applicability of OECD TG 453 to whole food/feed testing

    Upon request from the European Commission, the European Food Safety Authority (EFSA) was asked to develop guiding principles that would aid the future establishment of protocols for chronic toxicity and/or carcinogenicity studies in rodents with whole food/feed. It was agreed that this EFSA scientific report would be a commentary on OECD TG 453, with specific considerations related to whole food/feed. The mandate was assigned to an internal EFSA task force composed of staff members with different key scientific expertise and was endorsed by the EFSA Scientific Committee. Experts in the role of external reviewers and Member State representatives of the EFSA GMO Network provided valuable comments during the development of the document. This scientific report comments on the applicability of OECD Test Guideline 453 for the carcinogenicity and chronic toxicity testing of chemicals (OECD, 2009a) for the purpose of testing whole food/feed. The report includes specific recommendations for performing and reporting experiments carried out with whole food/feed. These recommendations are in line with the guiding principles previously developed in the EFSA scientific opinion on conducting repeated-dose 90-day oral toxicity studies in rodents with whole food/feed.

    OECD Test Guideline 453 was established for the chronic toxicity and carcinogenicity testing of chemicals including the provision of dose-response data on chemicals. Its adaptation to whole food/feed presents limitations that should be considered when developing the test protocol such as: limitations in the maximum whole food/feed dose that can be incorporated into the experimental diet; the fact that toxic effects can be detected only if these are present at levels compatible with a balanced diet formulation; and the availability of proper historical control data.

    The evaluation of potential hazards identified by compositional analyses and any other available nutritional and toxicological studies on the whole food/feed would provide indications on the decision to conduct chronic toxicity and/or carcinogenicity testing of a whole food/feed. The study should be carried out according to Good Laboratory Practice (GLP) standards and should take into account animal welfare issues.

    Rodents are the preferred test animals and should be housed in cages in pairs of the same sex throughout the duration of the study. The starting material and the diet should be thoroughly characterised and the storage conditions and stability of the feeds should be documented over the course of the whole test.

    The decision on the most appropriate study design should be made on a case-by-case basis according to the objectives of the study and the particular hypotheses to be tested. The number of animals per group depends upon the specific objectives of the study and should be adequate to conduct a thorough biological and statistical evaluation. Statistical considerations are discussed that aid the derivation of appropriate sample sizes for continuous and categorical variables.

    The parameters to be considered for both the chronic toxicity phase and the carcinogenicity phase should be in line with those detailed in OECD TG 453. Additional markers of potentially adverse nutritional and/or metabolic effects should be considered on a case-by-case basis, according to the available body of evidence and the type of whole food/feed under investigation.

    All details of the design, the conduct and the analysis should be clearly justified, documented and reported. A specific chapter on assumptions and uncertainty analysis should be included in the study report.

    COPE guidelines state that the only grounds for a journal to retract a paper are:
    •Clear evidence that the findings are unreliable due to misconduct (eg data fabrication) or honest error
    •Plagiarism or redundant publication
    •Unethical research.

    Prof Séralini’s paper does not meet any of these criteria and Hayes admits as much. In his letter informing Prof Séralini of his decision (available at: http://www.gmwatch.org/index.php/news/archive/2013/15184), Hayes concedes that an examination of Prof Séralini’s raw data showed “no evidence of fraud or intentional misrepresentation of the data” and nothing “incorrect” about the data.

    Hayes states that the retraction is solely based on the “inconclusive” nature of the findings on tumours and mortality, given the relatively low number of rats used and the choice of rat strain, which Hayes says naturally has a “high incidence of tumours”.

    Crucially, however, inconclusiveness of findings is not a valid ground for retraction. Numerous published scientific papers contain inconclusive findings, which are often mixed in with findings that can be presented with more certainty. It is for future researchers to build on the findings and refine scientific understanding of any uncertainties.

    It is important that scientists do not overstate their findings or draw conclusions that are not justified by the data, but Prof Séralini’s paper does not do this. Because Prof Séralini’s study was a chronic toxicity study and not a full-scale carcinogenicity study, which normally requires larger numbers of rats, he conservatively did not do a statistical analysis of the tumours and mortality findings. Instead he simply reported them, without drawing definitive conclusions. This is in line with the OECD chronic toxicity protocol, which requires that any “lesions” (including tumours) observed are recorded.[4]

    The criticisms of the low number of rats and choice of rat strain have been addressed by Prof Séralini’s team in a comprehensive response to critics that was published in FCT,[5] as well as by independent scientists writing in support of the study.[6]

    Experts in statistics writing in support of the study have pointed out that large numbers of animals are only required in safety studies to avoid false negative error, where a toxic effect exists but is missed because too few animals are used. In the case of Séralini’s study, this was not an issue. The toxic effects of the test substances were so pronounced (there was a “large effect size”) that smaller numbers of animals were sufficient for statistical significance.[7,8,9]

    Regarding the Sprague-Dawley strain of rat that was used, all strains of rodents develop spontaneous tumours with age, as do humans. The fact that there is a low level of spontaneous tumour occurrence in the control group in Séralini’s study mimics the human condition. For this and other reasons, most toxicology studies use this strain of rat.

    Hayes fails to address these responses and arguments in support of the study, raising questions about the expertise, balance, and objectivity of his anonymous review panel. In addition, the legitimate peer reviewers had previously considered these aspects of Séralini’s study and nevertheless decided that “the work still had merit” and should be published.

    In a highly irregular process, Hayes now contradicts the outcome of the peer review and editorial process and decides to retract the paper over a year after it was published. His decision is not made on the basis of new data, but on a secret and non-transparent review by unnamed persons, who evidently do not feel able to stand behind their decision publicly or disclose any conflicts of interest they may have.

    Hayes’ decision will tarnish the reputation of FCT and will increase public mistrust of science in general and genetically modified foods in particular.

    The Goodman factor

    Hayes’ decision to retract the paper follows FCT’s appointment of Richard E. Goodman, a former Monsanto scientist and an affiliate of the GMO industry-funded group, the International Life Sciences Institute, to the specially created post of associate editor for biotechnology at the journal, early this year.[10]

    Goodman’s appointment in turn followed an orchestrated campaign by GMO supporters to persuade FCT to retract the study. Some critics even accused Prof Séralini of fraud, without presenting any evidence. Many of the critics had undeclared conflicts of interest with the GMO industry.[11]

    After Goodman was installed, FCT withdrew a separate study by Brazilian researchers that also raised questions about GM crop safety. The study showed that Bt insecticidal toxins similar to those engineered into GM Bt crops were not broken down in digestion, as is claimed by the industry and regulators, but had toxic effects on the blood of mice. The Brazilian paper, like Prof Séralini’s, had been peer-reviewed and published by FCT prior to Goodman’s arrival. After Goodman’s arrival, the paper was withdrawn without explanation from FCT[12] – only to be immediately published in another journal.[13]

    There is no proof that Goodman was responsible for the retraction of Prof Séralini’s study. But his appointment, coming so soon after the “Séralini affair”, along with FCT’s failure to list the interests of its editors, raises questions about corporate influence on the editorial board at the journal.

Le chercheur a dénoncé “des pressions insupportables” et souligné que l’éditeur de la revue Food and Chemical Toxicology (groupe Elsevier) n’avait relevé “ni fraude, ni mauvaise interprétation des données” dans son étude. “Les résultats présentés, s’ils ne sont pas incorrects, ne permettent pas de conclure”, a estimé le responsable éditorial de Food and Chemical Toxicology dans un courrier adressé à Gilles-Éric Séralini, daté du 19 novembre. En conséquence, l’article a été retiré de la revue. “Nous maintenons nos conclusions”, a répondu Gilles-Éric Séralini, dans une réponse adressée à la revue, dont un groupe de scientifiques avait évalué l’étude avant sa publication, conformément aux règles habituelles.     “Coopération”

    “Un débat scientifique reposé n’est pas une raison pour retirer un article, seulement un cas de fraude ou une erreur peut le justifier”, a-t-il ajouté. Dans sa lettre, le responsable éditorial de la revue, A. Wallace Hayes, explique qu’un panel de chercheurs a réexaminé les données de l’étude et estimé que “l’article devait être retiré”. “L’auteur a accepté de fournir toutes les données demandées”, poursuit-il en soulignant sa “coopération” et “son engagement dans le processus scientifique”. A. Wallace Hayes rejette les accusations de “fraude” ou “de représentation fausse et intentionnelle des données” parfois lancées contre Gilles-Éric Séralini.

    Le responsable éditorial met en cause à la fois le nombre de rats dans chaque groupe étudié ainsi que la race choisie pour l’expérimentation. Concernant la race et le nombre de rats utilisés, “nous estimons que le débat n’est pas scientifiquement fondé”, avance Gilles-Éric Séralini. Le biologiste cite des exemples d’études de long terme ayant utilisé la même race de rats (Sprague Dawley). Sur la taille des groupes de rats étudiés (10 animaux), il défend le fait que son étude n’est pas une cancérogenèse (formation d’un cancer) mais une étude de toxicité chronique avec le maximum de paramètres biochimiques, pour laquelle 10 animaux par groupe sont suffisants.

    Conduite en secret pendant deux ans, l’étude démontre, selon son auteur, un risque accru de tumeurs mammaires et d’atteintes hépato-rénales pour les rats nourris avec le maïs OGM, associé ou pas à l’herbicide Roundup, deux produits du fabricant Monsanto. Ses conclusions ont été rejetées à la fois par l’Agence européenne de sécurité des aliments (Efsa) et l’Agence nationale de sécurité sanitaire (Anses) mais ont permis d’interroger les protocoles utilisés pour tester les OGM. L’Anses a ainsi recommandé que ce type d’étude de long terme soit effectué, ce qui demande des moyens très importants. Dans ce but, des appels d’offre ont été lancés cet été, associés à un protocole défini par l’Efsa.

    Op 13-11-1999 hebben zich ziekteverschijnselen voorgedaan in Earlimart, Californië nadat een aardappelveld aan de zuidelijke rand van de stad was behandeld met metam-natrium. Dit blijkt uit de medische dossiers van 173 patiënten die mogelijk hadden blootgestaan aan het vluchtige afbraakproduct methylisothiocyanaat (MITC), waarvan de lucht concentraties op dat moment op die plek met behulp van een lucht dispersie model op 0,5 – 1 ppm (ppm = 1 deeltje per 1.000.000 deeltjes) werd geschat. 170 Patiënten hadden symptomen die compatibel waren met blootstelling aan MITC, zoals irritatie van de ogen en bovenste luchtwegen (77,6%), niet-specifieke systemische symptomen (64,7%), en symptomen van de onderste luchtwegen (20.0%). 78,2% waren blootgesteld binnen 800 meter van de noordelijke rand van het behandelde gebied waar op dat moment de MITC concentraties hoger lagen dan de drempelwaarde van 800 ppb (ppb = 1 deeltje per 1.000.000.000 deeltjes) voor oogirritatie.
